Project Eklavya 2021

In the wake of the devastating economic and social after-effects of the pandemic, many students coming from varied backgrounds have become more vulnerable. CAN Foundation believes that legal education is not only a tool for the upliftment of an individual but can positively affect an entire community by providing sound awareness regarding their legal rights while providing representation in society.

We believe that no deserving student shall be deprived of opportunity or face hardship while studying at the premier law institutions of the country. Project Eklavya is a step in furtherance of the same belief.

Under Eklavya, we foster meritorious law students from several National Law Universities across the country who are economically distressed and in need of financial assistance, by providing them with scholarships helping them in attaining quality education which paves the way to wonderful opportunities for them in future.

Since its inception, Project Eklavya has assisted more than 95 Students from diverse backgrounds through disbursement of over Rs. 80 Lakhs in scholarships.. We hope to be of assistance to many more such individuals and would like to reinforce our commitment to assist as many students as we can.

Such Initiatives are only possible because of the support of Seniors of the Profession. The Members of CAN Foundation hope to live up to the utmost faith that has been placed in us by our Board of Patrons, Donors & Well-Wishers.

About Eklavya 2021

The Foundation, wary of the devastating impact that the 2nd wave of the COVID 19 had on families across India had announced the Call for Applications for Eklavya 2020 on September 3, 2021.

Several relaxations and considerations in the Eligibility Criterion were tailored according to the exigencies that presented themselves due to the limited functioning of institutes of higher education throughout the nation.

The Call for Applications was closed on September 20, 2021, and The Foundation had received around 60 applications from all over the country, officially marking the commencement of the Scrutiny Process.

SELECTION PROCESS

To ensure that the benefit of scholarship is received by the meritorious students facing acute financial distress, the Foundation carefully devised a Two-Tier Selection Process that gives due regard to the authenticity and significance of Project Eklavya. This Two-Tier process has been followed since the inception of the Eklavya Scholarship programme, and comprises eminent legal professionals who carefully scrutinize and select the most eligible candidates to award the scholarship.

After meticulously scrutinising the candidatures, the Tier-1 Scrutiny Committee of experts nominated the names of potential scholars to the High Powered Selection Committee (HPSC), which then, after a careful re-examination of nominated candidates, selected the awardees.

The three member High-Powered Selection Committee of Eklavya 2021 was chaired by Hon’ble Ms. Justice Gita Mittal (Former Chief Justice, J&K High Court) and also comprised Mr. Dayan Krishnan (Senior Advocate, Supreme Court) and Mr. Siddharth Bhatnagar (Senior Advocate, Supreme Court).

The Committee conducted its meeting on 11th October 2021 and duly deliberated over the profiles presented to them. They acknowledged the outstanding exercise undertaken by the Tier-1 Scrutiny Committee in categorizing and shortlisting the candidates for the award of scholarship under Eklavya 2021.

The Committee, after careful deliberation on the shortlisted candidates, decided that all the students shortlisted under the category of "Excellence despite Extreme Hardships" and "Excellence despite Hardships" should be provided with scholarship and to their generosity decided that in case the funds fell short of the requirement, they would pool in their personal resources to meet the same.

The quantum of benefit that shall be provided to students under each category as decided by HPSC are –

  • Cases of "Excellence despite Extreme Hardships" – Rs 1 Lakh for each candidate
  • Cases of "Excellence despite Hardships" – Upto Rs 75,000 for each candidate.
  • Merit Category & Open Category – Amount to be decided on availability of funds after disbursement of previous two categories.

Tier-1 Scrutiny Committee

This Committee comprised Eminent Legal Professionals having a minimum standing of 10 years at the Bar. The Tier-1 Scrutiny Committee of Eklavya 2021 was composed of the following members –



After three rounds of extensive deliberations (23-09-21 ; 26-09-21 & 29-09-21), the Tier-1 Scrutiny Committee submitted the list of shortlisted candidates for further consideration and review by the HPSC.

Categories of Scholarships || Eklavya'21

In an attempt to be microscopic in their analysis, the Scrutiny Committee had categorized the shortlisted candidates on the basis of their financial hardships and academic records to ascertain the quantum of financial assistance to be given to them. The committee devised out four categories :

Category A : Excellence despite Extreme Hardships

The Scrutiny Committee coined a merit-cum-hardship criteria to recommend meritorious deserving candidates undergoing acute financial distress. The candidates whose annual cumulative family income was below Rs. 2 lakhs were shortlisted under this category. his category involves scholars who have suffered gravely as a consequence of precarious financial positions. Such scholars are also categorized by the loss of a parent(s) or in the event that parent(s) are undergoing some serious medical treatments or financial hardships. These Candidates have managed their education till now by taking out loans or have tapped into limited family savings, thus putting them at high risk.

A total of 21 candidates have been awarded scholarships under the “Excellence Despite Extreme Hardships” category, and each candidate is provided with financial assistance of Rs 1,00,000/- (Rupees One Lakh) by the Foundation for meeting their fee expenses.”

Category B: Excellence despite Hardships

The candidates whose annual cumulative family income was above Rs. 2 lakhs but below Rs. 4 lakhs were shortlisted under this category. These candidates have insufficient family income to sustain their education and face other hindrances in pursuing their education.

A total of 24 candidates have been awarded scholarships under the “Excellence Despite Hardships” category, and each candidate is provided with financial assistance worth upto Rs 75,000/- (Rupees Seventy Five Thousand) by the Foundation for meeting their fees expenses.”

Category C: Token of Encouragement (Merit Category) (2 candidates shortlisted)

Meritorious Candidates under this category were selected on the basis of their merit and other additional hardship to the fulfilment of the basic eligibility criteria. The candidates under this category are awarded scholarships independent of the 'Extreme Hardship' or the 'Hardship' category

The candidates shortlisted under this category are recipients of the ‘Late Prof. (Dr.) Shamnad Basheer Memorial Award For Excellence’ which includes a combination of an academic award as well as financial support and has been constituted to honour his legacy and vision. The candidates under this category are shortlisted to encourage and reward their stellar academic record and performance despite financial difficulties in their families. The assistance is to be extended to them as a Token of Encouragement for their resilience in the face of adversity The two candidates selected under this category have been provided with financial assistance up to Rs. 50,000/- (Rupees Fifty Thousand) and academic support material. The academic materials are provided by the SCC-EBC Group and the financial support is granted from the corpus of the Foundation.



Category D: Open Category

All other candidates who fulfilled the basic eligibility criteria but could not be shortlisted into any of the aforementioned three categories were placed under ‘Open’ category. The candidates under this category shall be awarded scholarships subject to the availability of funds and after awarding scholarships to candidates in the above categories.

Eklavya 2021 Cohort

The Foundation proudly welcomes the following meritorious bunch from National Law Universities across the nation under its umbrella. Having undergone a rigorous Two-Tier Selection Process, students will receive financial assistance from the Foundation.

“The team behind Eklavya 2021 had been diligently working towards amassing funds, finessing the application procedure and organizing deliberations of the Selection Committees for a span of three months. With the team’s labour bearing fruit, a total of 47 candidates have been provided scholarship support under Eklavya 2021.

Project Eklavya, seeks to lift and impact deserving, but underprivileged, students by providing them with an annual scholarship that facilitates them in attaining a well-rounded education at premier NLUs of the nation.

Primarily, the Minimum Eligibility criterion for attaining the scholarship benefit under Project Eklavya requires that the student must be enrolled in the undergraduate programme at any NLU with a minimum of 65% aggregate/average marks in the last three semesters. The Annual Cumulative Family Income (of Father, Mother, unmarried brother or sister) should not exceed Rs. 8,00,000 per annum including the current financial year. Eklavya 2020 - At a Glance

The Foundation realizing the devastating impact especially the financial insecurity that the novel COVID-19 pandemic had on households, announced the Call for Applications for Eklavya 2020 on August 22, 2020.

Several relaxations and considerations in the Eligibility Criterion were effected keeping in mind the exigencies that presented themselves due to the limited functioning of institutes of higher education throughout the nation.

The Call for Applications was closed on September 11, 2020 and 51 Applications were received. Thus, officially marking the commencement of the Scrutiny Process.


Scrutinizing Applications


The Selection Procedure for Eklavya 2020 was meticulously and diligently designed to give due reverence to the authenticity as well as the significance of the Project. The Foundation established a Two-Tier Process, wherein the applications underwent strict scrutiny by both the Committees, that comprised eminent legal professionals.


The students were shortlisted by a carefully nominated Tier -1 Scrutiny Committee of Experts, post which the applications were duly verified and examined by a High-Powered Selection Committee (HPSC).

The members of the Committee were eminent young legal professionals with at least a decade of experience in the Bar. More details about the respected members can be found at the link below.

Tier One Scrutiny Committee

After five rounds of deliberations(on 13.09.2020, 16.09.2020, 19.09.2020, 20.09.2020 & 23.09.2020)the Tier-1 Scrutiny Committee shortlisted candidates for further appraisal by the High-Powered Selections Committee.

The Scrutiny Committee, in an attempt to be microscopic in their analysis, categorized the shortlisted candidates on the basis of their financial hardships and academic records to ascertain the quantum of financial assistance to be given to them. The categories were:

  • Category A: Excellence Despite Extreme Hardships
  • Candidates shortlisted under this category are those whose financial conditions are mightily precarious. They have lost either one of their parents or the parents are undergoing some serious medical treatments or financial hardships. Thus making ends meet is a herculean challenge for the household. These Candidates have managed their education till now by taking out loans or have tapped in to limited family savings thus putting them at high risk.

  • Category B: Excellence Despite Hardships
  • Candidates shortlisted under this category are those who have insufficient family income to sustain their education or are facing some other impediment in the seamless pursuit of their education. These are also characterised by the existence of other dependants such as siblings who also require support for their education.

  • Category C: Late Prof. (Dr.) Shamnad Basheer Memorial Awards for Excellence
  • The Candidates under this category are shortlisted to encourage and reward their stellar academic record and performance despite financial difficulties in their families. The assistance is to be extended to them as a Token of Encouragement for their resilience in the face of adversity.

The High-Powered Selection Committee was headed by Mr. Justice Kurian Joseph(Former Judge, Supreme Court of India), with Mr. Dayan Krishnan, Senior Advocate & Mrs. Madhavi Goradia Divan, Senior Advocate as members.

The Committee met virtually on September 29, 2020 and duly deliberated over the profiles presented to them. They appreciated the efforts of the Tier-1 Committee and their meticulous approach towards shortlisting the candidates. The HPSC was thus of the view that the Foundation should attempt to provide financial assistance to all the shortlisted candidates. Upon further perusal of the profiles, the Committee was of the view that the Foundation should endeavor to assist them in various degrees owing to the financial limitations of the Foundation.

Late Prof. (Dr.) Shamnad Basheer Memorial Awards for Excellence


CAN Foundation selected the following recipients for “Project Eklavya” Scholarship for the Academic Session 2019-20. These candidates were awarded the scholarship quantum ranging between Rs. 50,000-1,50,000/- in the Inaugural Ceremony of CAN Foundation, which was held on 7th December, 2019 at Vidhan Sabha, Madhya Pradesh. All the candidates were selected after their applications were duly scrutinized by an independent and autonomous Scrutiny Committee. The beneficiaries of the scholarship personally attended the Ceremony for which they were separately provided TA-DA Allowance of Rs. 7500/- each.
